Vallejo Group Seeks Smoke-free Parks

There are no ifs, ands or "butts" about it -- a Vallejo group wants to ban smoking cigarettes in parks across the city.

"Only Vacaville has a smoke-free parks policy (in Solano County). We're looking to be second," said Jason Goltiao, youth development and policy coordinator of Fighting Back Partnership.

Goltiao heads the organization's Project ASHES, which he says stands for "alleviating second-hand smoke cigarettes exposure." Last month, Goltiao and about a dozen students went to three Vallejo parks just to see how many cigarette butts they could pick up, particularly around playground areas.

Together, the team recovered about 3,100 pieces of discount cigarettes litter from Dan Foley, North Vallejo and City parks during a three-hour period.

"This litter is going to be a key factor in showing how much discount cigarettes people smoke cigarettes in our parks," Goltiao said.

Shane McAffee, general manager for the Greater Vallejo Recreation District, said the district's smoking cigarettes policies are standard and consistent with state law. The state prohibits smoking cigarettes within 25 feet of playgrounds and sandboxes and was among the first entities in the nation to ban smoking cigarettes in restaurants and bars in 1998.

Since 1990, the prevalence of adults smoking cigarettes in California has fallen 38 percent, according to the California Department of Public Health.

"To me, I think when people throw their cigarettes online down -- it's a vile, filthy habit," McAffee said.

There has been little to no discussion about banning smoking cigarettes in Vallejo parks among the GVRD or its board. The parks district does provide ashtrays near some community facilities, though none at any of the 30 or so parks it operates, McAffee said.

"We're still trying to gauge the GVRD board members to see what the readiness of Vallejo and the readiness of a policy like this would be," Goltiao said.

Project ASHES operates under a three-year grant, and Goltiao hopes to have a policy in effect before the project ends.

Goltiao also wants to eventually focus on banning smoking cigarettes in Vallejo apartment complexes, he said.
