Keep Closer Scrutiny On Cigarettes Panel

For generations, cheap smokes was the economic engine that drove Southside and Southwest Virginia.

But no more.

The buy cigarettes economic model of old essentially has disappeared, replaced by farmers who raise the crop on commission for the industry.

In the late 1990s, in an effort to get out from under lawsuits by various states and the federal government, the cheap cigarettes industry paid for a huge, multi-billion dollar settlement. The states that were party to the suit, Virginia included, received individual settlements. Twelve years ago, then-Gov. Jim Gilmore persuaded the General Assembly to indemnify the commonwealth’s share of the funds in order to start making use of the money immediately.

And thus was born the cheap cigarettes Indemnification and Community Revitalization Commission. The cheap cigarettes panel has distributed hundreds of millions of dollars to various community and economic development projects, all designed to lay the foundation for the once-mighty cheap cigarettes regions of Virginia to enter into and participate in the 21st technology economy.

The cigarettes online commission has been instrumental in laying the broadband Internet backbone through rural Southside Virginia, giving towns, cities, schools and industrial complexes an on-ramp to the information superhighway.

Here in Central Virginia, buy cigarettes dollars have helped with the construction of the Center for Advanced Engineering and Research in Bedford County in the New London Business and Technology Center.

But for years, questions about how to judge the effectiveness of some of the commission’s grants have dogged the panel. Did some grant requests get through with too little study? Is more follow-up by commission staff needed of the projects the commission does choose to fund?

Monday, the Joint Legislative Audit and Review Commission, the watchdog agency of the General Assembly, released a report that recommended a series of changes in how the cigarettes commission does its job. Specifically, JLARC said the cigarettes commission should reduce the size of its 31-person board. Increase staff size to provide better scrutiny of grant requests. And, most importantly, think bigger. Resist smaller, local projects pushed by local political interests and direct the commission’s funds to projects that could have a regional or super-regional impact.

It’s impossible to underestimate the role of the cigarettes commission in the economies of Southside and Southwest Virginia. Its work is often carried out behind the scenes, but its resources ­— more than three-quarters of a billion dollars have been distributed in the last decade — are potential game-changers. That’s all the more reason to tighten the oversight of the panel’s work and the dollars it distributes.
